It cost good bit more than $30, but I really love my console from Havis.
Real easy to install on seat rails and plenty of options for inserts.
I know you can still get the 28" Tunnel Mount base from Havis, I can't find any of the other pieces listed on their website. I added the 18" box, 12" locking insert, 2-place cupholder, the 3-place 12V outlet and the pole-mounted flip up arm rest. All-in-all it's a very versatile system and easy to install on the front seat rails. I got the tunnel mount base, 18" box, cup holder insert and arm rest as a package from [Only registered and activated users can see links. ], but they do not list the package as available anymore. I think most companies that made accessories for the CVPI have scaled back since there will be no more new ones and the market for new police gizmos will be drying up. You can probably find some of the pieces for sale as clearance items from various outlets because of this, will probably take a bit of searching through.
This thread is relevant to my interests.My car came with one of those eBay locking center consoles with "P71 Police Interceptor" embroidered into the armrest. Cool stuff, but I want somewhere to mount my ham radios. I'm pondering just making my own shelves to sit on the center hump between the console I already have and the dashboard. Attaching them is the interesting bit. I intend to autocross and maybe HPDE this car from time to time, so the stuff HAS to be bolted in! I'll have to spend some quality time in a hardware store and see what I can come up with.

That 28" Tunnel Mount might be a good base for you to customize since it mounts under the front seat rails. It would give you a nice flat top to attach anything you make onto.
